The short description for the input.datetime.elem pattern in the embedded documentation in the schema currently reads, "Date and Time with Time Zone Set to UTC". But the element's value is no longer restricted to containing a UTC time, but can alternatively contain an offset. So it seems like it should be changed instead to something like just "Global Date and Time" (which matches the language of the spec).
