<Philip`> Hopefully the conformance checker would detect when you have that error in a URL attribute, and would say something relatively friendly like "It looks like you are using '&' to separate values in this URL - you have to write them as '&amp;' instead", rather than saying something confusing and meaningless like "Error: Entity reference was not terminated by a semicolon."
