Implement checking for rel attribute values in a wiki-extensible way. (Perhaps implementing this as a RELAX NG datatype is feasible if the list is updated only at startup.)

Per the decision[1] for HTML WG issue-27 this check now needs to be done against the contents of the Microformats wiki "existing-rel-values" page[2].
